When a player is silenced, their vote for the day will be worth 0 and thus will not count. They will still be able to vote to avoid being smited.
When someone is silenced they receive the following message in the morning:
This information is missing, if you are able to add it please do so

- Spell Weaver (Creates Enchanted Scrolls)
Items that can Silence
- Enchanted Scroll (One of the possible scrolls)
