The Outlaws are a neutral faction that can win alongside any other faction, although they are very rare.
To win, the Outlaw Leader must be holding at least 50% of the items that are still in the game when the game ends. If the Outlaw Leader is dead or wasn't in the game, then the remaining living Outlaw members must hold at least 50% of the items remaining in the game instead to win.
